An AWS CLI command starts with aws, followed by a service, an operation, and its parameters. Quoted JSON is one way to pass a structured value. A file:// argument reads a prepared document from the training files panel; it doesn't upload a file merely because the path appears in the command. Read the operation name carefully. Listing, describing, and getting usually inspect state, while creating, putting, updating, and deleting can change it.
A successful command can return JSON, an identifier, or no output. That is why you verify the resource after a change. An error names a problem to investigate, such as a missing resource or malformed argument. Repeating the same command in the wrong Region doesn't repair the cause.
