A hiring duration needs a named starting event and a named finish. Desk Hire measures time to fill in calendar days from requisition opening to accepted offer. If an older requisition has no open date, it uses the approval date. Time to hire starts when the candidate applies and ends at acceptance. Record the definition beside the result so a colleague can reproduce it.
Draft creation can precede budget approval. Including that drafting period changes the question the number answers. The accepted offer also has a different date from the candidate's planned first day, so don't substitute the start date. An open position with no accepted offer has no completed-hire duration yet. You can review its age separately, but mixing that age into a completed-hire average changes the population. The exercises use fictional requisition and candidate records; read the dates in the current workspace before calculating.
