A change set moves supported configuration between related environments. It doesn't replace a business-data migration. Components can depend on an object, field, relationship, permission, or other definition, so a list of names isn't enough to establish deployability.
Validate the package against the target before deployment. A successful validation proves that the tested package passed that check; it doesn't mean deployment has already occurred or that every business process was exercised. Keep a post-deployment test and a recovery plan appropriate to the change. The local simulator packages metadata into a sandbox snapshot and reports missing references. It doesn't upload anything to Salesforce. Use it to practice dependencies, target selection, and the difference between validating and applying a release.
