A list view selects records and the columns people use to work with them. Its filter logic determines the population. Conditions inside one group use AND; separate groups use OR. A condition on a blank field must test emptiness rather than compare the word blank.
Build the population before polishing columns. An open pipeline should exclude both closed stages, while a high-priority service queue must preserve its status condition even when the owner is missing. Sorting changes order, not membership. Check a record that should be included and a neighboring record that should be excluded. An empty result may be correct, so don't add records merely to make a list look useful.
