A list condition compares a field with a value using an operator. Choose the field type first: Active is a boolean, Priority is a choice, and Assigned to is a reference. A blank reference needs an is empty condition. Typing the word empty as a user name doesn't find unassigned work.
Run the filter, then read the breadcrumbs above the results. They show the definition you saved, not just a description of the visible rows. An empty result can be correct. Avoid adding records or weakening a filter just to produce a row. The checker compares the definition on new records too, so a condition that accidentally matches the current screen will still need repair.
