Conditional formatting colors cells that meet a rule. Select the cells, then open Format > Conditional formatting. A panel opens on the right with Apply to range at the top and Format rules below. The ready-made rules, like "Greater than", only look at each cell's own value. To look anywhere else, choose Custom formula is at the bottom of the list.
A custom formula returns TRUE or FALSE. Write it for the top-left cell of the range, and Sheets moves it to every other cell the same way filling copies a formula. So for the range A2:F16, =$D2="Blocked" is checked as $D3 on row 3, $D4 on row 4, and so on.
The dollar sign decides what moves. $D2 keeps column D for every cell in the row, which colors the whole row. Without it, each cell would test its own column and only some cells would color. Lock a single setting cell completely, as in $I$1.
Pick a fill color under Formatting style and press Done.
