Headcount counts people employed on a specified date. FTE sums their full-time equivalents. A part-time worker contributes one person to headcount but less than one to FTE, so the measures should not share an unlabeled total. State whether contingent workers belong in the population; these tasks include them unless the request says otherwise.
Use the effective dates instead of today's status alone for a historical snapshot. In this tenant, a hire is included on the hire date and a termination is excluded on its effective date. Future hires therefore can't enter September closing headcount. Organizations use the worker's stored assignment because this practice dataset doesn't contain a full historical organization ledger. The exercises name each as-of date so your answer can be reproduced.
