A supervisory organization groups workers under a manager. It can sit beneath another supervisory organization, forming the reporting hierarchy. Cost centers describe financial responsibility and need not be the same thing as supervisory organizations, even when a small training tenant uses similar codes.
Inspect the organization's manager and parent, then use the chart to see where it sits. Corporate is the root here, so a blank parent is expected. A blank manager on a nonroot organization needs investigation. Don't infer a manager from a job title or from the worker sitting at the top of a sorted report. Relationships are explicit references, and those references determine which workers roll up to a leader.
